We consider finding the final answer a successful conclusion to a rollout because the agent may come across the final answer without needing to verify all the clues exhaustively. Continued searching may yield valuable results, but given that the final answer is found, continuing to search would be solely for extra verification. While exhaustiveness is useful in select cases, many situations do not require it. As such, we deliberately did not optimize for this behavior.
